Member Spotlight: Family Resource Center (FRC)

We are honored to spotlight Family Resource Center (FRC), a longstanding non-profit organization based in Stockton, California, that has been strengthening families across San Joaquin County for over 45 years. FRC’s mission is to promote access to quality childcare, early education, and supportive services that encourage self-sufficiency and healthy child development.
FRC serves families with young children—particularly those with low to moderate incomes—as well as childcare providers and educators in need of training and resources. Through a wide range of programs, including childcare referrals, subsidized childcare, parent education, home visitation, and developmental screenings, FRC helps ensure families have the tools and support they need to thrive. The organization reaches more than 300,000 individuals annually through its comprehensive services.
A cornerstone of FRC’s impact is its operation of 211 San Joaquin, a 24/7, free, and confidential community navigation and Information & Referral (I&R) service. Connecting residents to over 4,600 programs, 211 San Joaquin helps individuals access essential services such as housing, food assistance, healthcare, and mental health support. Trained specialists go beyond simple referrals by conducting in-depth needs assessments, guiding individuals through eligibility and application processes, and providing warm handoffs to ensure successful connections to care.
Since becoming the Coordinated Entry System for San Joaquin County in 2021, 211 San Joaquin has supported more than 60,000 individuals experiencing homelessness. By managing the community queue for housing, coordinating with providers, and tracking outcomes aligned with HUD guidelines, FRC plays a critical role in ensuring equitable and efficient access to housing resources across the county.
In addition to its direct services, FRC is deeply committed to innovation and community engagement. In 2025, the organization launched California’s first 211 mobile app, expanding access to resources for residents, law enforcement, and school districts. FRC has also partnered with the Children’s Museum of Stockton to create an interactive exhibit that helps children and families learn about community resources in a fun and engaging way.
At the heart of FRC’s success is its dedicated team and strong network of community partners. Their compassion, cultural understanding, and commitment to service ensure that every family they support feels seen, heard, and empowered. Whether helping a parent find safe childcare or guiding someone through a housing crisis, FRC’s impact is felt across every corner of the community.
