Member Spotlight: Atlanta Regional Commission Aging & Independence Services

Helping people navigate complex systems is at the heart of what Atlanta Regional Commission (ARC) Aging & Independence Services does every day.

As the federally designated Area Agency on Aging serving metro Atlanta's 10-county region, ARC Aging & Independence Services helps older adults, individuals with disabilities, and caregivers connect to the resources they need to live healthy, independent lives. Through partnerships across the region, the organization provides guidance, services, and support that help people remain safely in their homes and communities.

Community Navigation That Makes a Difference

At the center of ARC's work is Empowerline, the region's Aging & Disability Resource Connection (ADRC). Through Empowerline, trained specialists help individuals and families navigate complex systems, explore available options, and connect with services ranging from caregiver support and Medicaid waiver screenings to home- and community-based services, assistive technology, and evidence-based wellness programs.

To ensure the highest quality service, ARC's Information and Referral Counselors earn Inform USA Certification, demonstrating the organization's commitment to nationally recognized standards for community navigation.

Small Solutions. Lasting Impact.

One Empowerline caller shared that everyday tasks had become increasingly difficult. Putting on shoes and socks was a challenge, standing while showering no longer felt safe, and remembering daily medications had become a growing concern.

After meeting with ARC's Assistive Technology Specialist, he received a sock aid kit, a medication management center, and a shower chair.

Just over a week later, he reported that the equipment had made a tremendous difference. Getting dressed was easier, medication reminders were working, and he felt safer while bathing.

When asked about the impact, his response was simple:

"It's keeping me out of the nursing home."

Stories like this demonstrate how community navigation helps people maintain their independence through practical, person-centered solutions.

Measuring Meaningful Outcomes

In 2025, ARC Aging & Independence Services:

  • Welcomed 202,977 visits to Empowerline.org.
  • Responded to 134,781 contacts through Empowerline and the ADRC.
  • Provided care management services to 3,639 individuals.
  • Connected 17,492 people with home- and community-based services.
  • Delivered 673,095 meals to 17,589 individuals.
  • Provided assistive technology and material aid to 920 people.
  • Supported 150 caregivers through respite vouchers.
  • Delivered behavioral health coaching services to 271 individuals.

Behind every number is a person or family receiving the support needed to live with greater independence, dignity, and confidence.

ARC Aging & Independence Services continues to invest in new technology, stronger community partnerships, and staff development to improve how people access services. Recent transitions to a new phone system, client management database, and soon a new statewide resource database will help the team continue providing efficient, person-centered support for years to come.
